NZ companies work on quake recovery effort
New Zealand's leading companies have launched an effort to restore confidence in quake-ravaged Christchurch.
Fifty chief executives were today briefed by Prime Minister John Key, Finance Minister Bill English and Earthquake Recovery Minister Gerry Brownlee during a two-hour teleconference.
The executives are members of Business NZ's Major Companies Group CEO Forum, which meet two to three times a year.
Fonterra's chief executive and forum chairman Andrew Ferrier told NZPA the group cleared the meeting's agenda to talk about the earthquake recovery effort.
"The talk was about how do we bring confidence to people of Christchurch right back into the community. Everybody wants to do that, nobody wants to walk away from Christchurch," he said.
"You've had 4000 aftershocks up until Tuesday and then this massive earthquake. People are worried and companies are worried about their people."
The companies developed a steering group to co-ordinate private sector support.
They identified a number of key areas they could help with, including water, housing, infrastructure, health services, telecommunications and financial services.
Each chief executive is develop an action plan for each of those areas in consultation with Civil Defence and the Government.
Mr Ferrier said chief executives were also discussing ideas such as helping employees with house repairs, insurance claims, or relocation.
They also expressed concern for smaller companies which might potentially be wiped out after the quake.
"One of the work streams is going to be working with people in Canterbury and seeing if there are ways were business can help business."
Mr Ferrier said ideas were floating around, but would not take form until another couple of weeks.
"We are all working with a real sense of urgency."
He said the group also talked about raising money for those affected, and many "clever" plans were under way.
As for businesses covering lost wages, he said it was not discussed.
"This is more about the bricks and mortar issues on how we get Christchurch functioning again."
Mr English welcomed the businesses' efforts, and thanked them for donations and offers of support.
"Many of their companies have offices and staff in Christchurch and they are already providing considerable assistance to people throughout the city," he said.
The Government was now working on a business assistance package, he said.
"To ensure that the Government's response is effective and well targeted, we'll work with community and business leaders in Christchurch to confirm their most urgent requirements."
Mr Ferrier said the group would have plenty of opportunities to work with the Government on a financial package over the next few weeks.

Obama condemns Gaddafi's crackdown, sends Clinton for talks on Libya
President Obama on Wednesday condemned Libya's violent crackdown against a widening anti-government movement, saying the "suffering and bloodshed is outrageous, and it is unacceptable."
But Obama did not call for a change in Libya's autocratic government or announce specific sanctions that the United States would support to punish the country for actions that he said "violate international norms and every standard of common decency."
"Like all governments, the Libyan government has a responsibility to refrain from violence, to allow humanitarian assistance to reach those in need and to respect the rights of its people," the president said in his first public comments about the Libyan revolt. "It must be held accountable for its failure to meet those responsibilities and face the cost of continued violations of human rights."
Obama delivered his statement amid criticism of his muted response to the violence and a growing sense that, as the Arab Middle East and North Africa churn through a period of abrupt change, the White House remains behind on the events and overly cautious in responding to them.

Such concerns have been expressed across the political spectrum, and they have put the Obama administration in the position of following its European allies.
But administration officials say they are concerned about the safety of hundreds of Americans still in Libya, whose security Obama said remains his "highest priority."
"In any situation, our foremost concern has to be for the safety and security of our own citizens," Secretary of State Hillary Rodham Clinton said Wednesday. She added: "We're encouraging Americans to leave Libya" immediately.
French President Nicolas Sarkozy called Wednesday for the European Union to immediately adopt a set of sanctions against Libya, saying the "international community cannot stand idly by in the face of these massive human rights violations."
France has a larger diplomatic and economic footprint in Libya, and several human rights advocates in the United States say the Obama administration's real leverage with Libyan leader Moammar Gaddafi comes through its European allies.
Sarkozy said sanctions might include measures from "bringing [Libyan officials] to justice, to prohibiting access to E.U. territory, and to monitoring financial transactions."
Obama said he has ordered his staff to assemble a range of options. Those include reimposing the sanctions against Libya that the United States lifted seven years ago - a step that Senate Foreign Relations Chairman John F. Kerry (D-Mass.) has recommended.
Tom Malinowski, the Washington director of Human Rights Watch, said Obama could quickly authorize the U.S. Treasury to have banks freeze the assets of Libyan officials, impose sanctions unilaterally and threaten to investigate killings through the International Criminal Court.
That last step may be in the offing. U.N. Secretary General Ban Ki-moon said in a statement Wednesday that the U.N. Human Rights Council intends to consider establishing "an international investigative inquiry" into the Libyan violence during a special session scheduled for Friday. Clinton will attend the council's regular session three days later.
"The people that they need to get to are the people around Gaddafi," Malinowski said of the administration's efforts. "Gaddafi himself is unreachable. He's going to go down fighting and has no incentive to appease the international community. But Libya's fate is not necessarily in Gaddafi's hands. It's in the hands of people who must decide whether or not to follow his orders."

Man says he killed wife with lethal injection: report
LIVERPOOL, N.S.—The Halifax Chronicle Herald is reporting that a Nova Scotia man has turned himself in to the RCMP after telling the newspaper that he gave his terminally ill wife a lethal injection last month to end her suffering.
Stephan Bolton of Liverpool, told the newspaper he decided to go public with his story to spur public debate about the issue of euthanasia and because he's haunted by his actions.
"I don't have an agenda. I have a guilty conscience," he told the Chronicle Herald Wednesday, before turning himself in to the RCMP detachment in this small town.
Bolton claimed his 59-year-old wife Barbara, who owned a photography business, was suffering from Stage 4 breast cancer and had, at most, two months to live, the report said.
While she wasn't in terrible pain, Bolton said his wife was very depressed. He claimed that on Jan. 22, he gave her a lethal injection of two medications — morphine and Nozinan.
Bolton told the Chronicle Herald he and his wife never discussed the possibility of euthanasia and he didn't ask if she wanted a lethal injection.
Cpl. Grant Webber, a detachment spokesman, confirmed a 56-year-old man turned himself in to the RCMP office Wednesday saying he had been involved in "a possible homicide."
"At this time, no charges have been laid," Webber said.
The officer wouldn't name the man but said he would be held overnight.

"It's been over a month. Over that month, I tried to live with it and I just can't — not without being told by (some) authority that what I did wasn't wrong," he said. "I am racked by guilt and have to somehow resolve it."

Libya protests: Gaddafi embattled by opposition gains
The area controlled by Libya's embattled leader Col Muammar Gaddafi is shrinking, reports say, as the opposition consolidates its gains.
Witnesses say the capital, Tripoli, is heavily guarded by pro-Gaddafi forces, with tanks deployed in the suburbs.
Videos on the internet suggest a town 50km (30 miles) west of Tripoli has fallen to anti-government forces.
Thousands of foreigners are meanwhile still trying to flee Libya through ports, airports and overland.
The US, China and many European countries have sent in planes, ships and ferries to help people flee.
'Mayhem'
Thousands of people, many of them African migrants, have also poured across Libya's land borders, in vans piled high with furniture and luggage.

He said Col Gaddafi's forces used jet fighters, mortars and rockets to fire on the opposition.
US President Barack Obama has denounced the Libyan government's actions as "outrageous and unacceptable".
He said he had ordered his administration team to prepare the "full range of options" for dealing with the crisis, but gave no details.

Witnesses say the capital, Tripoli, is heavily guarded by pro-Gaddafi forces, with tanks deployed in the suburbs.
Videos on the internet suggest a town 50km (30 miles) west of Tripoli has fallen to anti-government forces.
Thousands of foreigners are meanwhile still trying to flee Libya through ports, airports and overland.
The US, China and many European countries have sent in planes, ships and ferries to help people flee.
'Mayhem'
Thousands of people, many of them African migrants, have also poured across Libya's land borders, in vans piled high with furniture and luggage.
British oil worker Bryan Richards was evacuated to Warsaw on what he was told was the Polish presidential plane.
He described Tripoli airport as "mayhem. No sanitation. Nothing to eat. People have been there for days".

He told the BBC: "We've come in on Tuesday from the desert. And we walked in to the terminal and couldn't believe what we could see. We couldn't see the end of the terminal for people."
Col Gaddafi's son, Saif al-Islam, went on television on Wednesday evening to say that everything was "normal".
In the eastern city of Benghazi, residents have been queuing to be issued with guns looted from the army and police in order to join what they are calling the battle for Tripoli.
A number of military units in the east say they have unified their command in support of the protesters.
The BBC's Jon Leyne, in eastern Libya, says Col Gaddafi appears to be in control of an ever smaller area, possibly readying himself for a last stand at his home in Tripoli.
Reports indicate the area is heavily guarded by loyalists, including armed militiamen in vehicles, our correspondent says.
Oil prices soar
The overall death toll has been impossible to determine. Human Rights Watch says it has confirmed nearly 300 deaths, but the International Federation for Human Rights says at least 700 people have been killed.
A French doctor working in Benghazi, Gerard Buffet, told the BBC the death toll there was at least 2,000.
He said Col Gaddafi's forces used jet fighters, mortars and rockets to fire on the opposition.
US President Barack Obama has denounced the Libyan government's actions as "outrageous and unacceptable".
He said he had ordered his administration team to prepare the "full range of options" for dealing with the crisis, but gave no details.

Tony Clement says Ottawa will force change in Internet-fee ruling
EDMONTON — Industry Minister Tony Clement is determined to promote Canada's digital economy — and if that means overturning last month's CRTC decision on usage-based billing for small Internet providers, so be it.
"We asked (the Canadian Radio-television and Telecommunications Commission) to review their decision and if they come back with the same decision, the cabinet would overrule it because it wouldn't be consistent with government policy . . . promoting competition and choice," Clement said Wednesday, following a forum at the University of Alberta. "You can't have competition and choice if you allow a major carrier to force its business model onto an independent service provider."
The CRTC ruled in late January that big Internet service providers — such as Bell Canada and Rogers Communications — can continue to levy usage-based billing on smaller firms that offer Internet access to consumers.
The amount of bandwidth used by consumers has surged in recent years, as the availability of high-volume services, such as streaming video, has increased. But while Bell and Rogers have introduced tiered-billing plans that charge customers more, depending on how much bandwidth they consumer, small ISPs have built a business model on offering unlimited downloading capacity.
The CRTC decision enraged consumer groups, which suggest profit — not network-congestion concerns — is the central motive.
The Harper government announced a short time later that it will not implement the ruling, even as the regulators agreed to review the decision.
Clement also pointed Wednesday to his government's appeal of a CRTC ruling involving telecommunications firm Globalive.
The industry minister said he is "quite confident" the federal government will win in court, where it is appealing a court decision that threatens to force foreign-backed wireless startup Wind Mobile out of the market.
He told the U of A forum that Wind — with its Canadian operators and foreign debt — was "Canadian enough for us." The CRTC had disagreed in a ruling dating back to the fall of 2009 because most of Globalive's equity is owned by Orascom, an Egyptian telecom carrier.
The issue has to be settled before the next round of auctions for the 700- and 2500-MHz spectrum, Clement said, referring to the airwave frequencies that will soon be freed up when Canada's large broadcasters switch to all-digital transmission.
The 700-range is highly prized because signals at this frequency travel through walls, improving reception.
Clement said spectrum is the lifeblood of the digital economy — and without this new spectrum, the rollout of mobile broadband will be stalled.
"To have a proper auction, everyone has to know what the rules of the game are and to have some certainty as to what will be allowed," he said.
"Hopefully we can find a resolution prior to the auction (likely next year), because this adds one more layer of uncertainty over ways to finance an auction bid."
Canada's last spectrum auction was in mid-2008, when certain portions were set aside exclusively for new entrants — including Globalive.
